Even though it could not guarantee that all of his superpowers would be concentrated on one person to play the greatest role, it could at least ensure that most of his superpowers would be controlled by a kind and upright person.
At the same time, it would not completely fall into the hands of a bad person.

Many people, including politicians, businessmen, and the media, tried to dissuade the Captain World, but he was unmoved.
